There's no government body, industry association, or independent auditor that ranks Pakistan's overseas employment promoters (OEPs) and publishes a #1. Every "best" or "top 10" claim you find in a search is self-published, by the agency itself or by a content site the agency has paid or pitched. That doesn't make those agencies untrustworthy — but it does mean the ranking itself tells you nothing you can verify.
What you can verify is a short list of concrete facts. Below is that list, applied honestly to RRI, so you can run the identical check on any other agency you're comparing us against.

Most agencies in this space compete for the same crowded Gulf corridors — Saudi Arabia, UAE, Qatar — where dozens of licensed OEPs have decades of relationships. That's a legitimate, well-served market. The gap is elsewhere: Europe and the Balkans have opened up meaningfully for Pakistani workers in the last several years, and comparatively few Pakistan-based agencies have built the specific documentation depth that corridor needs — native-language employer materials, familiarity with each country's own work-permit bureaucracy (Turkey's e-Devlet system, Romania's D/AM visa route, Bosnia's entity-level permits), and direct relationships with employers in those markets rather than working through a chain of sub-agents.

There's no single independently-verified #1 — dozens of agencies self-publish "best" or "top 10" rankings, and none of those claims are audited by a third party. What you can verify is objective: the agency's OEP license number on BEOE's public register, how long they've held it without a gap, their ISO certification, and whether their fee model is stated plainly. Judge agencies on those checkable facts, not on which one calls itself #1.
It depends on what you're hiring for. For Gulf-only Saudi/UAE/Qatar corridors, several long-established Lahore and Karachi-based OEPs specialise there. For Europe and the Balkans — Romania, Bosnia, Serbia, Bulgaria, Türkiye — far fewer agencies have real corridor depth, including native-language documentation and local work-permit process knowledge. RRI has built specifically toward that second group since 2007.
Yes, and it should always be free to do so. A licensed OEP is legally barred from charging job seekers illegal recruitment fees. If any agency asks a candidate for money before a job offer or during document processing beyond regulated, disclosed charges, that's a red flag — report it to BEOE. For overseas employment specifically, the starting point isn't a general job board — it's BEOE's own list of licensed Overseas Employment Promoters, since only a licensed OEP can legally process a Pakistani worker's overseas deployment. From there, individual OEP agency websites are where you'd review a specific agency's corridors, trades and credentials in detail.
