Key terms, explained.

OEP (Overseas Employment Promoter)

A company licensed by Pakistan's Bureau of Emigration & Overseas Employment to recruit and deploy Pakistani workers abroad. Renaissance Recruitment Inc. holds OEP licence 2868/RWP. Working through a licensed OEP is a legal requirement for overseas hiring from Pakistan.

BEOE (Bureau of Emigration & Overseas Employment)

The Government of Pakistan body that regulates overseas employment, licenses promoters (OEPs), and runs the Protectorate of Emigrants offices. It also publishes the national emigration statistics.

Protectorate of Emigrants

The BEOE field offices that legally clear each Pakistani worker for overseas employment, verifying the job offer and documents before departure. Clearance here is mandatory.

Protector Clearance

The official sign-off from the Protectorate of Emigrants confirming a worker is cleared to travel for a verified overseas job. Without it, a worker cannot legally emigrate for work.

Demand Letter

A formal document from a foreign employer stating the number of workers, job titles, salaries and terms they require. It is the starting point of a compliant overseas recruitment.

Foreign Service Agreement

The employment contract between the worker and the foreign employer, specifying salary, duration, benefits and conditions. It is attested and forms part of the Protectorate clearance.

Attestation

Verification of documents (such as the demand letter and contract) by the relevant chamber, foreign ministry or embassy to confirm authenticity before processing.

GAMCA / GCC Medical

The standardised medical examination (through GAMCA-approved centres) required for workers going to GCC countries, confirming fitness for the job and destination.

Work Permit

Authorisation from the destination country allowing a foreign national to work, usually obtained by the employer before the worker applies for a visa.

D/AM Visa

Romania's long-stay employment visa (type D, for ‘angajare în muncă’ — employment). It is issued after the employer's work permit (aviz de angajare) is approved and allows the worker to enter Romania and obtain a residence permit.

Aviz de Angajare

The Romanian work permit issued by the immigration authority (IGI) to an employer for a specific foreign worker, which must be approved before the D/AM visa is applied for.

Single Permit

A combined work-and-residence permit used by countries such as Serbia and Bulgaria, letting a foreign worker live and work on one authorisation rather than separate documents.

National (D) Visa

A long-stay entry visa (over 90 days) used across the EU/Schengen area for employment, study or residence — the category most Pakistani workers use for European jobs.

Residence Permit / TRC

The card (e.g. Romania's permis de ședere, or a Temporary Residence Card) a worker obtains after arrival, allowing legal stay and work in the destination country.

Iqama

The residence permit issued in Saudi Arabia that allows a foreign worker to live and work in the Kingdom, sponsored by the employer.

Manpower Supply

The business of sourcing, screening and deploying workers in volume to employers — the core of overseas recruitment for trades and labour.

Trade Test

A practical assessment of a worker's hands-on skill for a specific trade (e.g. a 6G welding test) before they are presented to an employer or deployed.

Mobilisation

The final stage of deployment — ticketing, pre-departure briefing and travel arrangements that get a cleared worker to the job site.

Replacement Guarantee

An agreed term under which a recruitment agency replaces a worker who proves unsuitable or leaves within a set period, protecting the employer.

Prometric Exam

A licensing examination required for healthcare professionals (such as nurses) to work in many Gulf countries, testing clinical knowledge to the destination's standard.

NOC (No Objection Certificate)

A document confirming no objection to a worker's employment or travel, sometimes required from a previous employer or authority.

Emigration Number (E-Number)

The reference assigned when a worker is registered and cleared through the Protectorate system for overseas employment.

Visa Stamping

The final step where the approved visa is affixed to the worker's passport by the destination country's mission, permitting travel.

Power of Attorney

A legal authorisation allowing the recruitment agency or a representative to act on behalf of the employer or worker for specific processing steps.
