The Turkish 5-to-1 rule — what it means when you hire from Pakistan

Most refused Pakistan files are not about the worker. They fail the citizen-to-foreigner ratio at MoLSS. Here is the rule in plain language.

The rule in one sentence

For each foreign worker you want to sponsor, MoLSS generally expects about five Turkish citizens already on the same workplace payroll. Textiles and manufacturing feel this first. Some roles and some zones carry exemptions — we re-check the current circular before we tell you a headcount is feasible.

Why Pakistani files still work

The ratio is a planning constraint, not a ban. Plants that already employ a Turkish majority can add Pakistani operators, welders and helpers in batches that fit the remaining quota. That is why RRI asks for an SGK picture before promising a number.

How we structure the demand

If your plant is below the ratio, do not start consular reference. Fix the file first. A rejected MoLSS decision burns weeks.
