What changed in 2024
Before 2024 a foreign worker needed a residence approval from the police and a separate work permit from the National Employment Service. The single permit merged both into one application handled through the unified online portal for foreigners. The authorities aim to decide within about 15 days of a complete file, and the application can be made before the worker enters Serbia.
Step by step
RRI shortlists and tests candidates; you interview and choose.
You issue an invitation; the worker applies for a type D employment visa at the Serbian embassy in Islamabad.
You register the worker with CROSO and file the single permit online.
The worker travels, collects the permit and starts.
Points employers often miss
- The permit is tied to your company, the position and the legal basis
- Changing the job or employer means a new procedure
- The contract must state duties, place of work and gross salary
- Salary may not be below the Serbian minimum
- Fines for employing without a valid permit are heavy
- Accommodation conditions can be inspected
