Which Croatian industries are hiring in 2026, what you can earn, how the work and residence permit works, and how to apply — the practical guide for Pakistani workers.
Croatia has emerged as a fast-growing destination for Pakistani workers as local labour shortages push Croatian employers to look abroad. With over 105,000 valid foreign work and residence permits on record as of April 2026, Croatia's demand for warehouse, construction, hospitality and manufacturing labour continues to grow. This guide explains which sectors are actually hiring, what you can realistically expect to earn, and exactly how the process works in 2026.
Croatia's labour market shows persistent shortages in several sectors:
Croatian employers must justify foreign hiring with a genuine, HZZ-verified vacancy, and salaries for general and semi-skilled roles typically sit at or above the national minimum wage, with warehouse, forklift-certified and skilled trade roles earning above that baseline. Renaissance Recruitment Inc. confirms the exact monthly salary in writing for every offer before you commit to anything.
Who applies: Your Croatian employer (not you).
Authority: Ministry of the Interior (MUP), with a labour market opinion from the Croatian Employment Service (HZZ).
Validity: Up to 3 years for a standard permit under the 2026 rules.
Key 2026 documents: Form 17a (employer's accommodation declaration) and Form 18a (your Certificate of Health Status and Vaccination History, completed and stamped by a licensed physician in Pakistan before travel — valid 90 days, with X-ray and stool culture valid 3 months).
Visa lodging: Because Croatia has no embassy in Pakistan, your D-visa application is lodged at the nearest Croatian mission or an authorised VFS Global visa application centre.
The process begins with a confirmed job offer from a registered Croatian employer. The employer requests a labour market test (test tržišta rada) through HZZ, and — since the 2026 amendments (NN 55/2026) — must also show at least 10% of their workforce is made up of Croatian, EEA or Swiss nationals relative to the number of third-country workers they employ. Once cleared, the employer files the work-and-residence permit application, and you separately arrange your Form 18a medical certificate and D-visa in Pakistan.
As a BEOE-licensed Overseas Employment Promoter (OEP 2868/RWP), we work directly with Croatian employers, match your skills to genuine sponsored vacancies, and guide you through the Form 17a/18a documentation and permit process end to end — legally and transparently. We never ask workers for large illegal fees, and every offer is verified before you travel.
Be cautious of any agent who guarantees a Croatian job for a large upfront payment or promises a permit without a real employer offer. A genuine Croatia work permit is always employer-sponsored and processed through MUP. If something sounds too easy, verify it with a licensed OEP first.
